I was a little surprised to hear that "The Civil War" is done by stock/amateur groups. I guess they all have a unique concept? Have you, or anyone else, seen it done? It would be a very interesting experimental piece, and I'd imagine it would be popular because of the historical context.
TCW has been open for licensing for a while. It's not done often, which is a shame, but it is done.
Those productions don't keep changing around (as we see with the major runs in which Frank has a hand - the Broadway to tour to FTG type of modifications). Like any other show, you're contractually supposed to stick to the script and materials that you're sent. And we know TCW has little in the way of a script, so it's really just about presenting the songs - and here that means the ones in that licensed version of the show.
Where groups and directors have some more flexibility is in the choices of how to present things on stage. Blocking, sets, costumes, projections, and so on.
